Kazakhstan's New Construction Code Takes Effect on 1 July 2026
A new Construction Code took effect in Kazakhstan on 1 July 2026. It reshapes the rules for designing, building, and commissioning facilities, affecting developers, designers, and residents of new housing.
The new code was developed on the instruction of the Head of State and aims to modernize the sector with a focus on digitalization. Key changes:
Urban development projects will be monitored through the cadastral system, and permits that contradict master plans are prohibited. Detailed planning projects may not be amended more than once every two years. Mandatory public consultations on urban development projects are introduced, with results published on local executive body resources.
Requirements for construction in seismic-risk areas have been tightened, introducing risk-assessment institutions and the use of microzoning maps. A National Institute of Technical Regulation is being created.
The attestation of engineering staff is replaced with professional certification based on EU practice — this provision will take effect in two years.

The base warranty period for construction projects is extended from 2 to 5 years, and to no less than 10 years for load-bearing structures, roofs, and facades. The State Architectural and Construction Inspectorate (GASK) and fire-safety authorities will take part in commissioning; GASK gains the right to suspend construction and the validity of permits in cases of violation.
A Unified Construction Portal, Qportal.kz, has been launched, integrating planning, design, expert review, and construction under a one-stop-shop principle. A unique object number (UNO) is introduced for end-to-end identification of facilities.
