Residents of Karaganda Region to Receive Over 3.1 Billion KZT Refund for Utilities

In the Karaganda Region, consumers will be refunded more than 3.1 billion KZT. This amount was collected by 18 natural monopoly entities through tariffs but not spent on the intended budgetary purposes.

The Department of the Committee for the Regulation of Natural Monopolies in the Karaganda Region provided these figures after reviewing the 2024 reports of these monopoly entities. A total of 200 reports from 73 enterprises were examined, including reports on tariff estimate execution and investment program compliance.

The inspection revealed that 18 companies did not complete some of the works and expenditures included in the tariffs.

By law, a compensating tariff is introduced in such cases, effectively serving as a mechanism to return money to consumers. As a result, residents of the region will be refunded 3.1 billion KZT (considering the National Bank's refinancing rate).

These compensatory tariffs will be in effect for one year, from January 1, 2026, to March 1, 2027.

The refund will be distributed by types of services:

• Water supply and sewage - 2.27 billion KZT;
• Electricity transmission - 669.6 million KZT;
• Heat supply - 107.7 million KZT;
• Railway access routes - 3.7 million KZT;
• Gas supply - 55.6 million KZT.

This measure allows consumers to reclaim funds that utility companies collected through tariffs but did not use as intended.

The Department noted that inspections of tariff estimates and investment programs will continue.
