Tariff Policy and Utility Sector Modernization Discussed by Committee on Regulation of Natural Monopolies

Today, the Committee on Regulation of Natural Monopolies under the Ministry of National Economy of the Republic of Kazakhstan held a public hearing with participation from relevant structural subdivisions. During the meeting, citizens were informed about ongoing work in the fields of heat supply, water supply and water disposal, gas supply, railway transport, and transportation of oil via main pipelines.

Special attention was given to issues of state tariff regulation, the implementation of the National Project for the modernization of the energy and utility sectors, as well as mechanisms for protecting consumer rights. Representatives of the Committee explained the procedures for reviewing tariff applications from natural monopoly entities, monitoring the execution of tariff schedules and investment programs, and measures undertaken to ensure tariff transparency and prevent unjustified tariff increases.

It was noted during the meeting that modernization of the engineering infrastructure remains a key focus of state policy. Implementation of the National Project involves phased updates to utility networks, the introduction of modern technologies, and attracting investments, which will enhance the reliability and quality of services provided.

Additional focus was given to preparations for the upcoming heating season. Participants were briefed on ongoing repair campaigns, measures for modernizing thermal energy infrastructure, and the positive trend of reducing technological disruptions compared to the previous heating period.

In the water supply and disposal sector, approaches for gradually improving tariff policy and integrating the principle of rational consumption of utility resources were clarified. It was also noted that in cases of violations in the execution of tariff schedules and investment programs, the Committee applies legal mechanisms to protect consumer rights, including the introduction of temporary compensatory tariffs.

Regarding railway transport, participants were informed about the ongoing work to review tariff applications and reports from natural monopoly entities in strict accordance with legal requirements, with a mandatory assessment of the economic justification of the decisions made.

In conclusion, representatives of the Committee answered participants' questions and stressed that public hearings are an important platform for open dialogue with the public. The work of reviewing citizens' appeals and informing consumers about decisions will continue.
