Kazakhstan Discusses End of Moratorium and Tariff Policy at Public Reception by NREM

On April 7, 2026, the Committee for Regulation of Natural Monopolies under the Ministry of National Economy of the Republic of Kazakhstan held a public reception for utility service consumers. Events took place across all regions of the country with the participation of the Committee's territorial departments.

The public receptions were conducted online via Facebook, allowing for a broad audience reach, enabling citizens to join live broadcasts, ask questions, and receive prompt clarifications from representatives of the authorized body.

The reception was chaired by the Deputy Chairman of the Committee, N. Bulatbayev. Specialists informed participants about the current situation in the electricity market, changes in retail prices for gas, as well as the procedure and status of applications in the water supply and heating sectors.

It was noted that the government has implemented a range of measures aimed at protecting citizens' incomes and curbing inflation. The introduction of a moratorium on utility tariff increases until the end of March 2026 was a significant step in preventing tariff burden growth and providing additional financial stability for the population.

Particular attention was given to the conclusion of the moratorium. Decisions were made to implement a phased and balanced tariff policy that ensures a manageable burden on the population while maintaining industry stability.

The key principle of the government's tariff policy remains the balance of interests between consumers and natural monopoly entities. It is expected that the measures taken will help control the impact on inflationary processes in 2026, keeping them within a manageable range.

During the event, measures to contain prices on socially important food products were also discussed, including limiting the growth of electricity costs and rail transport prices for producers, which contributes to reducing production costs and stabilizing prices for essential food products.

The Committee for Regulation of Natural Monopolies will continue the practice of holding open public receptions to enhance the transparency of its activities, strengthen feedback with the population, and timely inform citizens about key issues of state regulation.
