Kazakhstan Updates Rental Housing Allocation Rules in Rural Areas

Starting August 31, 2026, Kazakhstan will implement a new procedure for allocating rental housing in rural settlements. Citizens registered as in need of housing will have the ability to independently select suitable rental housing within their district and apply for it.

This mechanism involves housing that is constructed or acquired by local executive bodies using state budget funds.

The first application intake under the updated procedure will take place from September 1 to 7, 2026, on the portal baspana.otbasybank.kz. Only citizens registered as needing housing in their respective district can participate, and a valid electronic digital signature will be required to submit an application.

Once the application period ends, Otbasy Bank will compile a list of recipients. The allocation of housing will consider the date of registration on the waiting list, the family's income level over the past six months, family composition, and the social status of the applicant.

The rules also establish priorities for certain categories of citizens. At least 20% of state housing will go to orphans and children without parental care, while no less than 50% is set aside for socially vulnerable categories of citizens.

Furthermore, starting from September 14, 2026, changes to the conditions for determining housing allocation will take effect. When deciding on the number of rooms, family composition will be considered, including requirements for providing separate rooms for spouses and parents, as well as children of different genders.

This allocation process will be permanently applied whenever rental housing becomes available in the rural areas of the respective district.
