Balanced Tariff Policy Discussed in Almaty Following End of Moratorium
A roundtable in Almaty discusses a balanced tariff policy post-moratorium, focusing on protecting citizens' incomes and upgrading infrastructure.
On March 26, 2026, the Committee for the Regulation of Natural Monopolies of the Ministry of National Economy of Kazakhstan held a roundtable discussion on the tariff policy following the end of the moratorium.
The event saw participation from expert communities, the public, and government bodies. Key approaches to further tariff regulation in the sectors of heating, electricity, water supply, wastewater services, and gas supply were discussed.
It was noted that the comprehensive measures adopted by the Government aim to protect citizens' incomes and curb inflation. The moratorium on the increase of utility tariffs until the end of March 2026 eliminated the growth of the tariff burden on consumers during this period, providing additional financial stability to households.
As a result of the discussions, a unified approach was established: after the moratorium ends, the tariff policy will be implemented gradually and in a balanced manner. Financial pressure on the population will remain minimal, and decisions will consider the social sensitivity of the issue.
Significant attention was given to the modernization of utility infrastructure. Investment projects are being implemented in full and according to approved schedules, aiming to reduce wear and improve the reliability of essential systems.
A key principle of the state's tariff policy is to ensure a balance between consumer interests and those of the natural monopolies.
The measures being implemented will ensure controllable and predictable impacts on inflationary processes in 2026, keeping them within a manageable and safe range for the economy and citizens' incomes.
Additionally, steps to contain prices for socially important food products were reviewed, including the limitation of electricity and rail transport cost increases for producers, promoting reduced production costs and stabilization of prices for basic food products.
Issues of social protection remain a priority. A housing assistance mechanism exists for socially vulnerable groups, providing targeted compensation for utility expenses.
The roundtable concluded with the identification of further directions for refining the tariff policy, focusing on ensuring accessibility of utilities, enhancing the quality and reliability of infrastructure, and protecting citizens' interests.
