Government-funded Construction Projects Now Managed via Qportal - MIRD Kazakhstan
Kazakhstan's government-funded construction projects are now managed digitally via Qportal.kz, streamlining processes and ensuring efficiency.

Construction projects funded by government investments are now being executed digitally through the Unified Construction Portal — Qportal.kz. This information was published on the website of the Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan (MIRD RK).
The portal operates on a "single window" principle, providing project participants with the ability to interact within a unified system for conducting main design processes. Specifically, the platform facilitates:
- contract signing;
- formation of working groups;
- development and approval of technical assignments and work schedules;
- agreement of engineering survey results and design estimates documentation;
- documentation of completed works on engineering surveys and design.
All operations are validated with an electronic digital signature.
Upon completion of engineering surveys and project documentation development, materials are also sent for examination through Qportal.kz. Thus, the entire process from conducting engineering surveys to sending materials for examination is carried out within a single digital system.
It should be noted that as of July 1, 2026, according to the requirements of the Construction Code of the Republic of Kazakhstan, engineering surveys and the development of design estimates documentation for projects must be conducted via the Unified Construction Portal.
