The Ministry of Industry and Construction of the Republic of Kazakhstan continues the digitization of the construction industry.

As part of the implementation of the norms of the Construction Code through the automated digital system of the state urban planning cadastre (ADSS GUC), services for providing technical conditions for connection to electricity supply, heating supply, water supply, and sewage networks have been launched.

The new digital mechanism ensures transparency in the process of obtaining technical conditions and open access to information about the engineering support of territories, as well as the availability of free capacities of natural monopoly subjects. This allows investors, developers, and other applicants to assess in advance the possibilities of connecting facilities to engineering infrastructure.

As a result of the joint work of the Ministry of Industry and Construction, the Committee for Regulation of Natural Monopolies of the Ministry of National Economy, and the Committee for the Protection of Investors' Rights of the Prosecutor General's Office, 375 subjects of natural monopolies providing services for issuing technical conditions have already been connected to the system. Work on connecting other organizations is ongoing.

The digital service is already in demand among users. As of the end of July 2026, 3,495 applications for obtaining technical conditions were submitted through the ADSS GUC geoportal. Of these, 2,067 applications were considered, including 879 - approved, 696 - denied, and the rest are under consideration by natural monopoly subjects.

The introduction of a digital format for providing technical conditions is an important step in increasing transparency in procedures in the construction sector, reducing administrative barriers, and creating favorable conditions for the implementation of investment and construction projects.
