Key Topics of the Public Reception by the Committee on Regulation of Natural Monopolies in the Utilities Sector

Preparation for the heating season, modernization of utility infrastructure, tariff formation issues in electricity, heating, water supply, and wastewater, as well as state regulation of commercial gas prices, were the main topics discussed in the public reception hosted online by the Committee on Regulation of Natural Monopolies of the Ministry of National Economy of the Republic of Kazakhstan on Facebook.

One of the key topics was preparation for the upcoming heating season. It was noted that the reliability of heating supply is ensured through timely maintenance efforts, infrastructure modernization, and control of the technical condition of heat sources and networks. Participants were also informed about the implementation of the National Project "Modernization of the Energy and Utilities Sector," which envisions a large-scale renewal of heating supply facilities and a reduction in the depreciation of engineering infrastructure.

Special attention was paid to water supply and wastewater sectors. During the public reception, the basic principles of tariff formation, mechanisms for monitoring the implementation of investment programs, and the return of funds to consumers through compensatory tariffs in case of violations were explained. Additionally, information was provided on the implementation of the "Tariff in Exchange for Investments" program, the introduction of social norms for water consumption, and the modernization of water management infrastructure.

In the field of electricity, committee specialists explained the components of the final price of electricity for consumers, the existing regulation mechanisms, and measures aimed at ensuring a balance between the interests of consumers and energy suppliers. Information was also provided about the mechanism for targeted support of certain electricity wholesale market entities.

Another topic discussed was the state regulation of retail gas prices. Consumers were informed about the components of gas retail pricing, the regulatory mechanisms applied by the state, and the social support measures available for specific consumer categories.
