New Requirements for Water Measuring Devices in Kazakhstan: Digitalization of Water Supply and Wastewater Management

In Kazakhstan, new requirements for water supply and wastewater measuring devices have come into force as part of the National Project "Modernization of the Energy and Utility Sectors," forming a single technical standard.

One of the goals of the project is the complete digitalization of water accounting, including the replacement of devices with telemetry technologies for automatic remote data collection and the creation of a Unified Digital Platform for Utilities "Smart Turmys."

Throughout the country, the basic technology for wireless data transmission for measuring devices is NB-IoT (Narrowband Internet of Things) and LoRaWAN (Long Range Wide Area Network), which operate through licensed mobile network operators. This ensures a high level of data protection, a resilient infrastructure, and compatibility with the Unified Digital Platform for Utilities.

According to the updated regulations, each new measuring device must automatically transmit data to the information-measuring system and the automated energy consumption accounting system with cryptographic protection and redundancy of communication channels. They must also support two-way communication with the "Smart Turmys" platform.

The water supply organization is provided with the information-measuring system along with the installation of devices, while the water supply company does not pay again for access to the database.

New measuring devices at the points of connection to subscribers will be equipped with an automatic shut-off valve for remote control of water supply. Citizens are not required to replace functioning meters, and previously installed devices can operate until the end of their service life. The new requirements only apply to initial installation or replacement of defective devices. Manufacturers are tasked with ensuring a warranty period of operation of no less than five years.

The order of the Ministry of Industry and Construction of the Republic of Kazakhstan dated August 8, 2025, No. 295 came into force on March 27, 2026. The project is planned for the period from 2025 to 2029.

We remind you that as part of the implementation of the Address of the President of the Republic of Kazakhstan "Fair Kazakhstan," the National Project "Modernization of the Energy and Utility Sectors" was approved in December 2024.
