Ministry of Energy Launches Unified Digital Control for Coal Supply

The Ministry of Energy has introduced a unified digital control system for monitoring coal supplies, enabling the tracking of fuel movement throughout the entire chain—from extraction and dispatch to delivery to regions and sale to the public. This significantly simplifies the process of identifying discrepancies and taking measures to prevent their impact on supplies.

Establishment of the Republican Headquarters

The first meeting of the Republican Headquarters for Ensuring Coal Supply to the Utility Sector and Population was held at the Committee of State Energy Supervision and Control of the Ministry of Energy. The headquarters will operate until the end of the 2026–2027 heating season. Its main task is to ensure sufficient coal reserves, stable logistics, and uninterrupted supply to all regions of the country throughout the heating season.

In the 2025–2026 heating season, approximately 8.15 million tonnes of coal were delivered to regions, which is 109% of the planned volume. The anticipated demand for the upcoming heating season is set at 7.3 million tonnes.

Digital Platform for Supply Control

Control over coal supplies in the new season is being enhanced through a unified digital platform. The country has 951 railway sidings and 586 operators working with coal. Previously, data from different sections of the chain came from various sources; now, they will be consolidated into a single system.

The platform provides a digital overview of coal movement—from extraction to end consumer sales, tracking the production and dispatch volumes, coal movement, and stock levels in real-time. The system helps quickly identify discrepancies and risks, enabling a response before the issue affects the end consumer.

"Our task is to make the entire supply chain transparent and visible at every stage, and most importantly, to identify discrepancies and take necessary measures before they affect the population's supply," said Committee Chairman Yerzhan Yertaev.

Expanding Platform Capabilities

Future plans include expanding the platform's capabilities with artificial intelligence elements, which will allow for deeper data analysis and more accurate identification of potential risks.

During the meeting, reports from coal mining enterprises were reviewed, and the current coal supply situation was assessed. Key tasks were identified, and local administrations were tasked with regular monitoring of stock levels and updating information on the digital platform.

Coal operators must maintain stockpiles at warehouses and sidings and be prepared for peak demand. JSC "Kazakhstan Temir Zholy" must ensure the stable operation of the transportation infrastructure.

"The main goal is for the population to receive coal in the necessary volumes throughout the heating season. Digital monitoring helps us see the entire supply chain and respond more quickly to emerging risks," emphasized Yerzhan Yertaev.
