Digitalization of Housing and Utilities as a Driver of Resource-saving Consumption
Zhannat Dubirova presents a strategy for digitalizing Kazakhstan's housing and utilities sector at RES 2026, focusing on resource-saving consumption.

The Vice Minister of Industry and Construction of the Republic of Kazakhstan, Zhannat Dubirova, participated in the panel session "Digitalization of Resource Accounting in Kazakhstan: New Technologies for Transitioning to Resource-saving Consumption" as part of the Regional Environmental Summit RES 2026.
During her speech, Zhannat Dubirova presented the Ministry's strategy for the digitalization of the housing and utilities sector, a key element of which is the transition from normative billing methods to actual consumption.
According to her, as part of the implementation of national initiatives for 2026-2028, a large-scale metering and automation of utility resource accounting is planned. The main goals of digitalization in the housing and utilities sector are:
- fair billing (citizens should only pay for actual consumption of water, heat, and electricity);
- stabilization of tariffs (identification and reduction of technological and commercial losses in networks);
- energy efficiency (implementation of remote control systems and data analysis for timely identification of inefficient resource usage).
The Ministry is also implementing minimum requirements for the digitalization of natural monopoly entities (water supply companies and energy enterprises). Mandatory elements now include automated accounting systems for energy and water consumption (ASKUE/ASKUV), geographic information systems (GIS) for network passportization, as well as hydraulic models and dispatch control (SCADA).
It was noted during the session that digitalization is not just about installing meters; it is about creating a transparent resource balance at the national level to improve citizens' quality of life.
