Over 8,500 Rental Units Allocated in Kazakhstan in Six Months

In the first half of the year, 8,649 rental apartments were distributed in Kazakhstan, out of which 5,361 have been privatized. Kanat Mynbayev, Deputy Chairman of the Committee for Construction and Housing and Communal Services of the Ministry of Industry and Infrastructural Development of Kazakhstan, explained the mechanisms behind the allocation of rental housing.

According to the data, over 980,000 citizens are registered nationwide as needing housing. The government supports these individuals through rental housing and preferential mortgage loans.

Rental housing is provided to low-income citizens or those without income, following their position on the waiting list and family size. The allocation mechanism is as follows: 20% of the total is set aside for orphans, 50% for seven citizen categories with priority rights, and the remaining housing is distributed among other registered citizens in need.

A lease agreement is signed when securing rental housing, allowing families to reside indefinitely while they qualify as in need. As long as they comply with housing legislation and lease terms, there are no grounds for eviction.

"If citizens acquire another property, the rental housing must be returned to municipal ownership. In case of the lessee's death, the right to reside transfers to family members. During privatization, citizens can purchase the rental housing at residual cost either in full or in installments over 15 years. Additionally, some citizens, as defined by housing legislation, can privatize their rental housing free of charge. Within six months of this year, 8,649 housing units were distributed, of which 5,361 were privatized," explained Kanat Mynbayev, stressing that privatization is a voluntary choice.

Preferential mortgage loans are issued through Otbasy Bank JSC at rates of 2% and 5%. The 2% loans are available to eight categories of citizens: WWII veterans, orphans, mothers and families with many children, individuals with disabilities classed under groups 1 and 2, families with disabled children, veterans of other foreign military operations, veterans entitled to benefits equivalent to those of WWII veterans, and widows.

In addition, a non-repayable housing certificate is available to help cover the initial down payment for citizens. In total, 1,976 such certificates were issued to Kazakhs over the half-year. The size of these certificates and the list of eligible categories are determined by decisions from local councils.
