Modernization of Utility Infrastructure Underway in West Kazakhstan Region

Several major projects are being implemented in the West Kazakhstan Region to modernize the utility infrastructure. These projects include upgrading thermal networks, reconstructing water supply and sewage facilities, and refurbishing the region's electrical grid.

During a working visit to the West Kazakhstan Region, a delegation headed by Kazakhstan's Deputy Prime Minister Kanat Bozumbayev inspected projects being developed as part of the National Project "Modernization of Energy and Utility Sectors" (MEUS). Timur Kosymbayev, Chairman of the Committee for Regulation of Natural Monopolies of Kazakhstan's Ministry of National Economy, also took part in the visit.

The inspection involved reviewing repair and construction work at thermal, electrical, water supply, and sewage facilities under the MEUS initiative. This project targets key utility infrastructure in the region, aiming to upgrade engineering networks, improve the reliability of utility systems, and create conditions for sustainable territorial development.

Among the flagship projects are those focusing on Uralsk's thermal supply. The reconstruction includes upgrading Thermal Main No. 6, with a length of 1.83 km, Thermal Main No. 7, spanning 1.74 km, and the district heating networks of the 'Stroitel' neighborhood, totaling 8.82 km. Upon completion, over 46,000 consumers, including residential areas, social facilities, and businesses, will benefit from enhanced and more reliable heating.

The electrical grid sector continues to see the reconstruction of power lines, distribution networks, and transformer substations. Major projects include the reconstruction of 10 kV, 0.4 kV networks, and comprehensive transformer substations in the Burlin, Chingirlau, and Karatobe districts, as well as the reconstruction of 0.4 kV networks in Uralsk and several 35 kV power lines in various districts of the region. These upgrades will enhance the reliability of electricity supply for over 200,000 consumers.

In the water supply and sewage sector, reconstruction projects are underway for the booster pump station PNS-20, sewage pumping stations KNS-1 and KNS-29, along with the construction of five additional water wells to expand Uralsk's underground water intake. These modernizations aim to bolster the resilience of water supply systems and present new opportunities for urban infrastructure growth.

Special attention during the visit was directed toward involving local producers in infrastructural projects. A significant portion of materials and equipment used are manufactured by Kazakh enterprises, promoting industrial development and creating new jobs.

Kazakhstan-produced materials, including reinforced concrete poles, cable-conducting products, metal structures, and complete transformer substations, are used in grid projects. Water supply projects utilize locally produced polyethylene pipes, electrical equipment, and construction materials, with local content reaching up to 80–99 percent in certain cases.

Additionally, participants of the working trip reviewed the 'Aul Amanaty' program. Projects from agricultural cooperatives "Amanat 22" and "Batys Sut" were presented, aimed at fostering entrepreneurship, creating new jobs, and boosting the economic activity of rural areas.

The implementation of the National Project "Modernization of Energy and Utility Sectors" and the 'Aul Amanaty' program contributes to the region's infrastructure development, improvement of utility services quality, and provides additional opportunities for socio-economic growth in the West Kazakhstan Region.
