In Almaty, Monitoring of Illegal Construction Tightens
Almaty tightens monitoring of illegal construction, enforcing oversight from start to finish to combat unauthorized residential building.

In Almaty, authorities are tightening the monitoring of illegal construction, particularly the building of residential properties on land not designated for individual housing development. This decision was made following an order from the city's mayor, Darkhan Satubaldi.
Monitoring will be enforced at all stages — from the start of construction work to the acceptance of the facility into operation.
According to the Department of Urban Planning Control, since the beginning of the year, 52 illegally erected structures in the city have been fully or partially demolished.
With the new Construction Code of the Republic of Kazakhstan set to take effect on July 1, 2026, approaches to state architectural and construction control and supervision are changing. Previously, individual housing construction followed a simplified procedure and was not subject to the same level of construction oversight as other projects. The new legislation updates the requirements for obtaining permits, as well as for pre-project and project preparation.

This issue is particularly relevant for Almaty, where there are instances of individual homes being built on plots of land whose designated use does not include individual housing construction.
"Owning a piece of land does not in itself grant the right to build a structure with any parameters and purpose. Construction must comply with the land's designated use, urban planning regulations, and legal requirements," stated the Department of Urban Planning Control.
