Meeting in Pavlodar Region Discusses Implementation of National Housing and Utility Modernization Project

A working meeting was held in the Pavlodar region to discuss the implementation of the National Project on the Modernization of the Energy and Utility Sector (MECS). The event was attended by the Deputy Prime Minister of Kazakhstan, Kanat Bozumbayev.

During the visit, participants toured utility and energy infrastructure sites in Ekibastuz, Aksu, and Pavlodar, and also took part in a Project Office meeting.

Projects for the reconstruction of heat pipelines, modernization of heat supply systems, and the electric grid complex were presented at these sites. Participants reviewed the progress of these projects and discussed the tasks necessary to ensure their timely completion.

At the Project Office meeting, current results of the National Project's implementation, funding issues, procurement processes, and measures to accelerate project execution in the regions were addressed.

Timur Kosymbayev, Chairman of the Committee for the Regulation of Natural Monopolies, gave a separate report on the project's implementation. He mentioned that construction and installation work has begun on several projects, with tender procedures underway for others. According to Kosymbayev, one of the priority tasks is the timely completion of procurement procedures and contract signing to actively transition to construction work.

"Today, it is important not only to secure project funding but also to promptly complete all organizational procedures to swiftly move to the active phase of construction work and achieve tangible benefits for consumers," stated Timur Kosymbayev.

The meeting also focused on the pace of project implementation in the regions and the preparation of applications for 2027.

The Chairman emphasized that the National Project offers new opportunities for Kazakh enterprises, and it is crucial for them to participate actively in infrastructure projects.

Following the meeting, a working session was held with the participation of territorial departments of the Committee for the Regulation of Natural Monopolies and Kazakh producers. Participants discussed the mechanisms for domestic producers to participate in the MECS project, interaction with natural monopoly entities, and barriers encountered in project execution. The meeting concluded with an exchange of proposals on expanding business involvement in the modernization of utility infrastructure and developing cooperation between manufacturers and contractors.
