Proposal to Reassess Reduction Coefficient for 'Aksa Energy Qyzylorda' in Kyzylorda
Kyzylorda met to discuss reducing the coefficient for 'Aksa Energy Qyzylorda' following operational issues and significant investments in the new power plant.

Today in Kyzylorda, a meeting was held under the chairmanship of the regional akim, Murat Ergeshbayev, to discuss the issue of applying a reduction coefficient to 'Aksa Energy Qyzylorda'.
Following the directive of the Head of State, a new combined heat and power plant with a capacity of 240 MW of electric energy and 277 Gcal of thermal energy was built in Kyzylorda. The project attracted 215 billion tenge in investments and was fully commissioned this year.
In May, the station was certified, confirming 255 MW of electric energy. On June 23, during scheduled repairs on the 220 kV electrical network of JSC 'KEGOC', an emergency protection system was activated, temporarily halting the steam turbine's operation. Currently, the turbine is being sent to the manufacturer for restoration.
Due to the aforementioned issues, the financial settlement center for renewable energy sources applied a reduction coefficient. Over the past three months, this resulted in a payment discrepancy of approximately 1.8 billion tenge.
The technological disruption occurred due to external factors. Consequently, it has been proposed to reassess the application of the reduction coefficient for the 'Aksa Energy' project and improve the regulatory framework surrounding the application of this coefficient in cases where violations occur due to external factors.
These measures are expected to ensure the stable operation of the energy facility, improve mechanisms for supporting investment projects, and create a more favorable investment climate in the region.
