Amendments to Kazakhstan's Law on Natural Monopolies Come into Effect

On July 12, 2026, amendments to the Law of the Republic of Kazakhstan 'On Natural Monopolies' came into effect. One of the key innovations is the complete transition to electronic submissions for obtaining technical specifications. The amendments also aim to enhance the transparency of natural monopolies' operations, promote digitalization, and improve state oversight.

The changes grant expanded authority to the relevant body for requesting and obtaining necessary information when reviewing applications and exercising state control. This will improve the efficiency of monitoring compliance with legislation in the field of natural monopolies.

A key direction of the changes is the digitalization of the process of issuing technical specifications for connecting to engineering networks. Applications can now only be submitted electronically through the 'e-government' web portal, the State Corporation 'Government for Citizens', and the automated digital system of the state urban planning cadastre in cases where legislation provides. The option to submit applications through the office of a natural monopoly entity has been eliminated.

Additionally, natural monopoly entities are required to place information on issued technical specifications in the automated digital system of the state urban planning cadastre and continuously update and maintain the information prescribed by law. This will make the process of connecting to engineering infrastructure more transparent, accessible, and convenient for consumers.

The adopted changes are part of ongoing efforts to refine legislation in the sphere of natural monopolies and to develop modern digital mechanisms for interaction between natural monopoly entities, the state, and consumers.
