Kazakhstan to Increase Investments in Utility Modernization by 2026

As part of the National Project "Modernization of the Energy and Utility Sector," Kazakhstan will continue its active modernization of utility services in 2026.

The necessary regulatory framework has been established: changes have been made to legislation and by-laws, creating conditions for the effective implementation of projects and attracting investments. By the end of 2025, six pilot projects were completed in Shymkent, Turkestan, North Kazakhstan, Karaganda, Pavlodar, and Zhetysu regions, which improved the reliability of electricity and heat supply, reduced network wear, and increased electricity generation.

Practical results show that modernization impacts service quality and reduces accident rates. It is expected that in 2026, an additional eight natural monopoly entities will exit the critical infrastructure zone, enhancing the reliability and resilience of utility systems.

This year sees a boost in the investment component. On the National Project's electronic platform, a pool of 206 projects is ready for procurement procedures. Contracts have been signed for the modernization of heating and utility infrastructure worth 23 billion tenge.

Additionally, modernization projects continue to be implemented through financial institutions. The project by "Karaganda Zharyk" LLP, amounting to 16.7 billion tenge, has been approved, and 11 projects totaling 22.2 billion tenge have been funded in the Karaganda, West Kazakhstan, and Pavlodar regions, aimed at reducing infrastructure wear and improving service quality.

Attention is also given to digitalizing the sector with the development of an electronic procurement platform and the implementation of the "Smart Turmys" system to enhance the transparency and convenience of obtaining utility services.

The state tariff policy retains a social focus. Mechanisms for housing assistance are in place to support the population. By the end of 2025, over 10,000 families received such assistance.

Thus, the implementation of the National Project will continue in 2026, aiming to reduce infrastructure wear and improve the quality of utility services for the population.
