Infrastructure Upgrade Projects Discussed in Karaganda Region

A field meeting of the project office for the National Project 'Modernization of the Energy and Communal Sector' (MECS) was held in the Karaganda region, attended by Kanat Bozumbayev, Deputy Prime Minister of Kazakhstan.

During the visit, participants inspected communal infrastructure projects, focusing on the renovation of heating, water, and power supply networks. The reconstruction of TM-2 and TM-3 heating pipelines, the Karaganda-Temirtau water conduit, as well as facilities of LLP 'Karaganda Su' and LLP 'Karaganda Zharik' were emphasized. Special attention was given to M-2 and M-3 heating pipelines of LLP 'Teplotranzit Karaganda'.

In Karaganda city, participants reviewed the progress in upgrading the water purification complex at LLP 'Karaganda Su', which supplies drinking water to Karaganda, Temirtau, and the settlement of Aktas, as well as to Karaganda CHP-3. MECS pilot projects include the construction of new main facility blocks for the second and third stages, equipment upgrades, and key object renewals. Completion of these works is expected to improve water purification quality, ensure uninterrupted supply, and enhance the reliability of water services for 695,000 residents and Karaganda CHP-3.

Current work rates, technical conditions of objects, and readiness for the heating season were inspected on site. Emphasis was placed on the timely execution and quality of modernization activities.

The Karaganda-Temirtau water conduit upgrade project involves phased renewal, with major repairs scheduled for completion by the end of 2026, increasing the city's water supply reliability.

During the session, the implementation of the National Project in the housing and communal services sector was also reviewed. In 2026, investments of approximately 1.3 trillion tenge are planned, with 791 billion tenge under MECS. A total of 328 projects are being executed across regions.

Regions are tasked to begin repairs on documented-ready sites by September 1, 2026, and submit applications for the year 2027 via the Electronic MECS Platform. State bodies are required to approve utility resource accounting standards by September 1.

These measures aim to modernize infrastructure, enhance its reliability and service quality, and establish unified management approaches for communal resources.
