Almaty Residents of Apartment Buildings to Benefit from Free Municipal Parking Access

Residents of apartment buildings in Almaty will soon enjoy free access to municipal parking areas. The city is expanding its network of municipal paid parking zones, along with offering free usage for those residing in apartment buildings. These changes are part of the updated Traffic Management Rules, approved by the decision of the Almaty city maslikhat on July 30, 2026, No. 324. This was announced by the Almaty Traffic and Passenger Transport Management Department.

Key Change

Owners and tenants of apartments in multi-story complexes can register for the right to use one municipal parking space for free, within a 500-meter radius of their building. This right applies to one vehicle per apartment and does not assign a specific spot; use is based on availability.

Exceptions

Free parking access does not apply to underground parking, intercepting lots, multi-level, and mechanized parking facilities.

How to Obtain the Right

To gain the right to free parking, an application must be submitted. This right is granted upon meeting conditions such as having a registered vehicle under the applicant's name.

Main Conditions

• Selecting one parking facility within 500 meters of the home;
• One vehicle per apartment;
• The free parking spot is not reserved.

Applications can be submitted starting August 17, 2026, via the 'Almaty Parking' website under KGP on PXXV or through the eOtinish Unified Citizen Appeal Platform.

The right to free parking can be transferred to a close relative with the owner's written consent. Renters gain eligibility based on a registered rental agreement for the duration of the lease.

In cases of shared ownership of an apartment or vehicle, written consent from all owners is necessary to obtain free parking rights.

Parking Network Expansion

This year, Almaty plans to create over 8,000 new parking spaces, raising the total number of municipal parking to 25,000. The new parking zones will encompass both curbside and lot types.

Preferential Categories

Certain groups are exempt from parking fees, pending documentation. These groups include:

• Veterans and disabled persons;
• Mothers with many children, awarded with state honors;
• Electric vehicle owners.

Operational Hours

Curbside parking operates from 8:00 AM to 8:00 PM. The working hours for other parking areas are determined by the managing company.

Payment is based on per-minute pricing. The first five minutes at curbside parking are free if used for passenger pick-up/drop-off or loading/unloading.
