Almaty to Update Land Price Zoning Scheme

Almaty city council plans to revise the land price zoning scheme established in 2015 to reflect modern urban developments.

Almaty to Update Land Price Zoning Scheme

At an extraordinary session of the Almaty city council, deputies considered revising the land price zoning scheme that was established in 2015.

Over the past eleven years, the city's territories have undergone significant changes: transportation and engineering infrastructure has developed, new social facilities have been established, and residential, municipal, public business, and commercial areas have formed.

In line with the General Plan and the development of a polycentric city model, it is proposed to reduce the number of valuation zones from seven to five and to refine their boundaries.

Due to the new tax code, changing the zone boundaries will lead to a redistribution of tax burdens between areas. Depending on the new zoning of a land plot, the tax amount may increase, decrease, or remain unchanged.

The proposed changes will not affect plots of land designated for individual housing construction where residential buildings exist. The project primarily concerns commercial land plots.

Updating the scheme will bring land zoning in line with Almaty's modern development level and the city's transformed urban structure.

Almaty Assesses Readiness of Heating Facilities for Winter Season

Almaty Assesses Readiness of Heating Facilities for Winter Season

During a field inspection, Almaty Mayor Darkhan Satubaldy reviewed the readiness of key heating facilities in the city for the upcoming winter season. The inspection covered the Southern District Boiler House, the 'Orbita' Boiler House, and a section of heating network reconstruction in the Auezov District.

The first site visited was the Southern District Boiler House located on Khojanov Street. This facility supplies heating to 1,553 sites, including 356 apartment buildings and 16 educational institutions. As part of its renovation, three boilers were replaced, another was rebuilt, and auxiliary equipment was updated. The project aims to increase the boiler house's capacity by 55 Gcal/hour and enhance the reliability of heating services for approximately 200,000 consumers.

Next, Darkhan Satubaldy visited the 'Orbita' Boiler House. The facility, operational since 1973, provides heating to 1,312 sites, including 925 apartment buildings, 39 educational facilities, and 17 healthcare institutions. Repairs were conducted here in 2026.

"The main goal is to ensure stable heating for residents during peak demand periods. Facilities with high wear and tear must undergo phased modernization, and all works should be carried out efficiently and within set deadlines," emphasized Darkhan Satubaldy.

The final stop was a section of heating network reconstruction in the area surrounded by Saina, Momyshuly, Ulugbek, and Abay streets. This heating line has been in use since 1988 and has exceeded its intended lifespan, recording 10 damages in the past three years. Currently, the project's readiness is at 80%, with approximately 120 meters of heating network replaced this year. The reconstruction will enhance heating reliability for 45 apartment buildings, 15 other facilities, and one kindergarten.

A meeting with residents was also held at the site. Citizens raised questions and suggestions regarding urban infrastructure. Following the meeting, relevant services were given pertinent instructions.

Overall, 20.1 km of heating networks are undergoing reconstruction and repair in Almaty in 2026, with 15.8 km already completed.
