Ust-Kamenogorsk CHP Plant to Gain Additional 130 Gcal/h of Heat and 100 MW of Electricity Capacity

Ust-Kamenogorsk, August 12, 2026. - Construction of a new energy unit has begun at the Ust-Kamenogorsk CHP plant, which will increase the city's energy capacity and enhance the reliability of heat supply in the East Kazakhstan Region.

The construction commenced with a time capsule laying ceremony attended by the Minister of Energy of the Republic of Kazakhstan, Yerlan Akkenzhenov, East Kazakhstan Region Akim Nurymbet Saktaganov, representatives of financial organizations, and the Group of Companies 'Kazakhstan Utility Systems.'

The Ust-Kamenogorsk CHP plant currently supplies about 85% of the city's centralized heating needs. As the city continues to develop with new residential areas and social facilities being built and industrial production expanding, the demand for thermal and electrical energy is rising.

Upon project completion, the plant's thermal capacity will increase by 130 Gcal/h and the electrical capacity by 100 MW. The work is scheduled to be completed by 2030. The new capacities will address the current heat energy deficit and create a reserve for the city's further development. A key step in the project preparation was the signing of an investment agreement between the Ministry of Energy of Kazakhstan and the Ust-Kamenogorsk CHP plant.

"The new energy unit will supply heat and electrical energy to the city's residents. This will create the necessary power reserve for the further development of Ust-Kamenogorsk. The project will also create new jobs. Specialists will be able to work with modern equipment and continually develop their skills. The energy sector needs new capacities and professional staff to operate them," said the Minister of Energy of Kazakhstan, Yerlan Akkenzhenov.

The construction of the new energy unit involves using modern technological solutions and emission control systems, which will increase the efficiency of heat and power production and reduce environmental impact.

The project is being implemented by Ust-Kamenogorsk CHP LLP, part of the Group of Companies 'Kazakhstan Utility Systems,' with the participation of the Eurasian Development Bank and Halyk Bank. The project aims to supply heat to around 300 residential buildings and social facilities and is expected to create approximately 50 new jobs.
