Renovation of State Support Measures

Today, at a press conference in the Service of Central Communications under the President of the Republic of Kazakhstan, the Deputy Chairman of the Committee for Construction and Housing and Communal Services of the Ministry of Industry and Construction of the Republic of Kazakhstan, Kanat Mynbayev, and the Deputy Chairman of the Management Board of JSC "Kazakhstan Housing Company", Islambek Kairbekov, spoke about the work being done in the field of housing fund renovation.

According to Kanat Mynbayev, renovation is not limited to just replacing emergency housing. It is a comprehensive effort aimed at modernizing urban infrastructure, updating engineering networks, developing public spaces, and improving the quality of life for citizens. In accordance with the President's instruction, it is planned to provide new housing for about 40 thousand owners by 2029. To achieve this goal, changes have been made to the Land and Construction Codes, as well as a number of other legislative acts.

"A new market mechanism has been implemented in the renovation sector, based on the guarantees of the Single Operator of Housing Construction. It will attract private investments, ensure protection of residents' rights, and reduce the burden on the state budget," said Kanat Mynbayev.

During the press conference, the Deputy Chairman of the Management Board of JSC "Kazakhstan Housing Company", Islambek Kairbekov, talked about the mortgage program "Orda Aiymaq", which allows the purchase of housing in under-construction buildings with a guarantee from the KZhK. The program offers an interest rate of 15.9%, a down payment starting from 20%, a loan term of up to 20 years, and a loan amount of up to 75 million tenge, while the KZhK guarantee ensures the protection of buyers' funds and the completion of construction even in the event of problems with the developer.

In addition, Kanat Mynbayev reported that during the implementation of renovation programs, akimats form lists of houses subject to renovation and ensure the update of detailed planning projects. This year, 224 multi-apartment residential buildings are planned to be demolished in the country, of which 44 have already been dismantled. The guarantee mechanism developed by JSC "Kazakhstan Housing Company" ensures protection of residents' rights on the principle of "room for room", allows developers to obtain guarantees, increases investor confidence, and contributes to attracting private investments in renovation projects.

Thus, the ongoing work on the renovation of the housing stock creates conditions for the safe and comfortable living of citizens, provides additional protection of owners' rights, promotes the attraction of private investments, and enhances the efficiency of renovation project implementation.
