Government to allocate about 6.8 trillion tenge to renew 86,000 km of utility networks

The government is moving away from spot repairs toward systemic modernisation of utility networks, Primeminister.kz reports.

Over the past two years, the "Tariff for Investment" programme drew about 605 billion tenge into the utilities sector. These funds repaired 12,300 km of engineering networks, cutting average infrastructure wear by 6.2 percentage points.

For comprehensive renewal of heating, power, water-supply and wastewater networks, the National Project "Modernisation of the Energy and Utility Sectors" was adopted. Its goal is to reduce nationwide equipment and network wear to 40% and accident rates by 20%. Total investment is about 13 trillion tenge.

Some 6.8 trillion tenge is earmarked for the utility sector to renew 86,000 km of networks: 77,600 km of power lines, 4,700 km of water supply, 2,600 km of wastewater and 1,600 km of heating networks. In 2025, 17 high-wear pilot projects were financed for about 31.7 billion tenge.

To ease the impact of modernisation on tariffs, amendments subsidising loan interest rates were adopted. Targeted assistance for utility costs is provided for socially vulnerable groups.

A further 6.2 trillion tenge will fund modernisation and construction of new generation, raising installed capacity to 32.6 GW. Priority goes to domestic producers: 2,786 product items worth 2.24 trillion tenge were identified, with a pool of 220 Kazakh plants and 669 EP contractors.

The measures form part of implementing the President's infrastructure-development instructions set out in the Address to the Nation.
