Preparation for the heating season and implementation of the National Project MECs were discussed at an off-site meeting of the Project Office of the National Project "Modernization of the Energy and Utilities Sectors" (MECs) in Pavlodar.

The meeting, which was chaired by the Deputy Prime Minister of the Republic of Kazakhstan Kanat Bozumbaev, was attended by the Chairman of the Committee for Construction and Housing and Communal Services of the Ministry of Industry and Construction of the Republic of Kazakhstan Bakytzhan Junisbekov.

The participants of the meeting discussed the preparation of regions for the upcoming heating season, the progress of modernization projects in utility infrastructure, the ratings of engagement of local executive bodies, and the fulfillment of previously given instructions.

In particular, the current pace of implementation of the national project, the progress of competitive procedures, questions of project financing, and the readiness of regions for the repair campaign were considered.

This year, approximately 1.3 trillion tenge of investments have been attracted to the housing and utilities sector of the country, of which 767 billion tenge has been directed within the framework of MECs, allowing the implementation of 37 pilot projects with a total cost of 164.8 billion tenge to begin. Currently, there are 242 projects in the competitive procedure stage totaling 459 billion tenge, and contractors have already been determined for 175 facilities.

Funding is provided from international financial organizations, second-tier banks, instruments of the "Baiterek" holding, as well as support measures from the state, including subsidization of reward rates.

Particular attention was paid to the rating of regional engagement in the implementation of the National Project. According to monitoring data, several regions still lag in conducting competitive procedures and signing contracts, with the lowest indicators recorded in the cities of Almaty and Shymkent, as well as in the Turkistan region and the Ulytau region.

Kanat Bozumbaev noted that all necessary financing mechanisms and support measures have already been adopted, and the key task for the regions remains the timely start of construction and installation works and the quality implementation of projects.

Pavlodar region has been highlighted as one of the most active regions in the implementation of the National Project MECs, where for the first time in the last 30 years, it has been possible to halt the growth of wear and tear of engineering infrastructure. For 2025–2027, the implementation of 55 projects with a total cost of 131.6 billion tenge is planned; currently, construction and installation works are being carried out on 16 heat and power supply facilities with a total length of 92.4 km, costing 21.7 billion tenge.

In addition, Pavlodar region has formed one of the largest application bases for the year 2027, including 39 projects totaling 109.9 billion tenge, taking second place in the national rating.

A separate question was discussed regarding the work to increase the share of Kazakh content and measures to enhance the involvement of domestic producers in the modernization of utility infrastructure.

Following the meeting, Kanat Bozumbaev instructed to eliminate the delays in project implementation and complete all competitive procedures as soon as possible. The Ministry of Industry and Construction must complete the work on updating the Registry of KTP by July 1 and eliminate the identified shortcomings. Procurement of goods outside the Electronic platform and bypassing the established mechanisms of the National Project was deemed unacceptable. Responsible authorities were instructed to ensure the execution of all assigned tasks by the next meeting of the Project Office, and a separate assessment of the effectiveness of the work of state bodies and project participants will be provided for each unfulfilled instruction.
