Discussion on the Implementation of the National Project 'Modernization of the Energy and Utilities Sector' in the Karaganda Region

A field meeting of the project office for the National Project 'Modernization of the Energy and Utilities Sector' (MEUS) took place in the Karaganda region, chaired by Kanat Bozumbayev, Deputy Prime Minister of Kazakhstan.

As part of the working visit, participants inspected utility infrastructure facilities where heating, water, and electrical networks are being upgraded. Attention was given to the reconstruction of thermal mains TM-2 and TM-3, the Karaganda – Temirtau water conduit, the facilities of Karaganda Su LLP, Karaganda Zharyk LLP, and the thermal mains M-2 and M-3 of Teplotransit Karaganda LLP.

In Karaganda, participants reviewed the progress of the water treatment complex upgrade at Karaganda Su LLP, which supplies drinking water to the residents of Karaganda, Temirtau, and the Aktas settlement, as well as the Karaganda CHP-3. Pilot projects under MEUS are facilitating the construction of new phases of primary facilities for the 2nd and 3rd stages, updating equipment, and key objects. The completion of these works will improve water treatment quality, ensure its uninterrupted supply, and enhance the reliability of water supply for 695 thousand residents and the Karaganda CHP-3.

The current work pace, technical condition of facilities, and infrastructure readiness for the heating season were assessed on-site, with emphasis on timely project execution and quality of modernization.

The project for upgrading the Karaganda – Temirtau water conduit involves a phased renewal. Key repairs are expected to be completed by the end of 2026, which will enhance the reliability of the city's water supply.

During the meeting, the implementation of the National Project in the utilities sector was discussed. Investments of about 1.3 trillion tenge are planned for 2026, with 791 billion tenge allocated under MEUS. A total of 328 projects are being executed in various regions.

Regions are tasked with commencing repairs on facilities with ready documentation by September 1, 2026, and submitting applications for the year 2027 via the MEUS Electronic Platform. Government authorities are instructed to approve requirements for the accounting of utility resources by September 1.

These measures will ensure infrastructure renewal, enhance its reliability and service quality, and establish uniform approaches to the management of utility resources.
