Provision of Water for the Population in Kazakhstan: Results and Plans for Large-scale Work

In Kazakhstan, systematic work is being carried out to ensure access for the population to water supply services in cities and rural settlements as part of the implementation of the instructions given by the Head of State, mentioned in the Address to the People of Kazakhstan on September 1, 2021.

Taking into account the requests from local executive bodies, a phased plan has been developed, which includes conducting exploratory work, developing project and estimate documentation, constructing water supply facilities, and installing block-module water treatment stations.

Funding for these activities has been provided through the republican and local budgets, the National Fund, as well as a special state fund.

Main Results

During the implementation of the instruction, more than 835 billion tenge has been allocated and access to water supply services has been ensured in 34 cities and 756 rural settlements. In 699 villages, block-module water treatment stations have been installed using local budget funds.

To date, the target indicator of the Head of State's instruction has been achieved, providing full coverage for all settlements in the country, including 90 cities and 6,075 rural settlements with a population of 7.5 million people.

Among the achieved indicators:

  • 4,725 rural settlements have been connected to centralized water supply systems (coverage of 96% of the rural population);
  • 1,350 rural settlements have been provided with decentralized water supply systems (4% of the rural population), including:
  • 1,103 villages are provided with block-modules for water treatment (coverage of 3.6% of the rural population);
  • in 233 sparsely populated villages, water supply is provided through private wells;
  • in 14 villages, due to remoteness and lack of water supply sources, water is delivered.

The use of various water supply models allows for access and avoids ineffective capital expenditures.

Work on the development and modernization of water supply and wastewater systems will continue. In particular, within the framework of the National Project "Modernization of Energy and Utility Sectors," the following is planned:

  • phased reduction of the wear of utility networks;
  • improvement of infrastructure reliability;
  • implementation of modern management and resource accounting technologies.

In addition, in 2026, 209 billion tenge will be allocated for the implementation of 320 water supply and wastewater projects through general transfers, of which 144 billion tenge will go to urban settlements, and 65 billion tenge to rural ones. This issue is under constant control of the Ministry of Industry and Construction of the Republic of Kazakhstan.
