Nurlibek Naliabayev Reviews Implementation of Investment and Infrastructure Projects in Zhetisu Region

Nurlibek Naliabayev, the First Deputy Prime Minister of the Republic of Kazakhstan, embarked on a working trip to Zhetisu Region following orders from the head of the government. During the visit, he reviewed the progress of major projects in the fields of electricity and heat supply, as well as the construction of residential, social, and fire safety infrastructure.

The projects, initiated by the Head of State and aimed at enhancing the quality of life for the population, are under close scrutiny by the government, particularly in preparation for the upcoming heating season.

The working trip began with a meeting discussing the socio-economic development outcomes of the region. Key contributors to economic growth included industry, transport, warehousing, communication services, and agriculture, resulting in the creation of approximately 11,500 jobs.

The trip proceeded to the city of Tekeli, where the modernization and expansion of the Tekeli energy complex through private investments were showcased. Currently, three gas turbine units with a total capacity of 36 MW have been commissioned, with the project's readiness at 90%.

The commissioning of the combined cycle power plant will not only address the electricity shortage in Tekeli but also ensure reliable heat supply for new industrial and residential facilities.

A private investment of 10.2 billion tenge was secured for the construction of the Korin hydroelectric station on the Kora River. After the station began operations, "green" electricity production in the region increased by 95 million kWh per year, with an overall regional increase exceeding 22%. Currently, Zhetisu Region operates 19 renewable energy facilities.

Special attention was given to beautification projects implemented under the "Taza Kazakhstan" program. Renovation works were presented for the modernization of multi-apartment residential buildings and the beautification of "Zhenis" park in the village of Karabulak, Eskeldinsky District.

Last year, 13 parks, 6 alleys, 2 squares, 2 central squares, 49 courtyards, as well as 81 children's and sports playgrounds, were improved under the "Taza Kazakhstan" program.

As Zhetisu is an agricultural region, it is forecasted that the volume of agricultural products produced will reach 519.7 billion tenge, with processing at 110 billion tenge.

This year, 68.1 billion tenge has been allocated to support the agro-industrial complex, and the total sown area has increased to 514.2 thousand hectares. The sown area of the region's priority crop—sugar beet—is 13.5 thousand hectares.

The First Deputy Prime Minister visited the "NAM" farm in the Eskeldinsky District to learn about the underground drip irrigation system. An automated system based on modern Spanish technologies has been implemented for efficient water resource use.

Overall, in the last four years, the area of land using modern irrigation technologies in Zhetisu has increased 4.6 times, reaching nearly 34 thousand hectares. Today, water-saving technologies are used on 20.5% of the region's irrigated lands.

On the second day of the trip, Nurlibek Naliabayev visited industrial and energy facilities and checked preparations for the heating season.

In Taldykorgan, a plant for producing aerated concrete blocks with an annual capacity of 150 thousand m³ was commissioned last June. The investment amounted to 2.5 billion tenge, creating 30 jobs. The enterprise is now operating at full capacity, with the production process fully automated.

During the trip, special attention was devoted to energy development issues. A project was presented for the construction of a gas turbine station near the "Baskuat" central heating plant in Taldykorgan.

The regional center is gradually converting its heating system to natural gas. The coal-fired "Baskuat" boiler will remain on standby. These measures will positively impact the environmental situation.

A district heating plant with a capacity of 49 Gcal/hour is being built in Taldykorgan using budget funds to ensure quality heating supply. Upon project completion, approximately 120 multi-apartment buildings, 17 social facilities, and around 20 thousand residents will benefit from stable heating. The facility is scheduled to be commissioned in November.

It is worth noting that Zhetisu is a leading region in implementing the national project "Modernization of the Energy and Utility Sector," including project development for 2026-2027.

A total of about 79 billion tenge of investment will be directed towards implementing the national project in the region over two years. These funds aim to repair and modernize 1,156.2 km of engineering networks and install 83.6 thousand metering devices. Engineering infrastructure wear is expected to decrease by 19%.

Attention was also paid to constructing socially significant objects and housing.

In 2022, construction of a fire station for four vehicles began in Taldykorgan using republican budget funds. The object is fully ready and will soon be commissioned. This will ensure fire protection for the city's southwestern part and several mass occupancy facilities.

In addition, the construction of a clinic for 500 visits per shift was checked. The facility's readiness is 84%, and commissioning is scheduled for September. Once opened, the current clinic's load will decrease, and the new facility will serve 50,000 residents.

In the "Zhasstar-3" neighborhood, where housing for socially vulnerable population categories is being built, 790 individual houses are planned for construction. By 2024-2025, the construction of 309 houses will be completed. This year, another 350 houses will be built, with their acquisition finalized by year's end.

Furthermore, a report on the development of the region's road infrastructure was presented. The share of national roads in good and satisfactory condition stands at 100%, while regional roads are at 96%.

Following the trip's results, specific instructions were given to further develop Zhetisu's agro-industrial and investment potential, prepare for the heating season, create new jobs, implement infrastructure projects, and commission social facilities.
