Almaty introduces new construction standards to enhance architecture and infrastructure while preserving heritage, effective March 1, 2025.

New Construction Standards in Almaty: Modern Architecture, Infrastructure, and Preservation of the City's Heritage

New construction standards have been developed in Almaty to enhance the architectural environment and infrastructure of the metropolis while preserving its unique character. These standards came into effect on March 1, 2025, ensuring a comprehensive approach to urban planning.

According to Daniyar Alimseitov, Deputy Head of the Almaty City Architecture and Urban Planning Department, new projects must comply with approved urban planning documents while considering the potential of the area, avoiding isolation.

Key Requirements for Residential Complex Design

The main condition is full compliance with approved urban planning regulations. This involves land use designation, building height, road network connectivity, and connection to engineering communications, as well as landscaping. The construction code mandates adherence to sanitary, environmental, and fire safety standards, emphasizing seismic resistance and historical preservation.

How is Infrastructure Load Calculated?

During the territory planning stage, land is reserved for social facilities. Load calculations consider the projected population and infrastructure capacity. According to current rules, every 1,000 new residents should have access to:

  • at least 100 kindergarten places,
  • at least 180 school places.

Additionally, outpatient clinics must be within walking distance.

Height and Density Restrictions

Almaty does not have a uniform height restriction for all areas—restrictions depend on the functional zone. The main parameters are determined by the urban planning regulations effective March 1, 2025. Special restrictions apply to building heights in different city areas.

Impact of the General Plan

The Almaty General Plan until 2040, approved by the government of the Republic of Kazakhstan on May 3, 2023, under resolution No. 349, plays a key role in determining building possibilities on each land plot, including recreational areas.

Architectural Appearance and Design Code

When approving projects, new buildings should not obstruct the view of the Ile Alatau mountains and should match the scale of historical buildings. The new Building Code introduces the concept of a design code, defining aesthetic requirements for facades and other architectural elements.

Landscaping and Courtyard Areas

Landscaping is considered an integral part of a project. Each resident should have at least 10 square meters of courtyard space with essential recreational and green areas. An accessible environment for people with disabilities is also a crucial requirement.

Combating Illegal and Isolated Construction

Preventing illegal construction is addressed during planning and control phases. The Architecture Department checks project compliance with the General Plan, and the State Architectural and Construction Control oversees construction quality.

The new construction standards aim for the integrated development of Almaty, ensuring a comfortable, socially rich, and environmentally safe environment for residents. The Architecture and Urban Planning Department monitors adherence to these standards within its powers to prevent chaotic development.
