Karaganda Region Accelerates Energy and Utility Sector Projects

In Karaganda, a field meeting of the Project Office for the National Project "Modernization of the Energy and Utility Sectors" (MEUS) took place, chaired by Deputy Prime Minister of the Republic of Kazakhstan Kanat Bozumbayev.

During the visit, participants reviewed the progress of reconstruction work on heating mains TM-2 and TM-3, the Karaganda-Temirtau water pipeline, key facilities of LLP "Karaganda Su", electrical networks and substations of LLP "Karaganda Zharyk", as well as the M2 and M3 heat centers of LLP "Teplotransit Karaganda". These efforts are aimed at renewing utility infrastructure and enhancing the reliability of heating, water, and electricity supply.

The Karaganda region is one of the most active regions in implementing the National Project. Currently, construction is underway on 14 projects covering more than 150 km of engineering networks.

A completed project in the region includes the reconstruction of thermal networks TM-2A in Temirtau, stretching 1.82 km. The wear and tear on the networks have been reduced from 75% to 73.8%, improving heating reliability for about 7 thousand consumers. This project is among the five completed by the end of 2025.

Last year, projects were completed in Shymkent and Turkestan Region, North Kazakhstan, Pavlodar, Karaganda Regions, and Zhetysu Region. Through reconstruction and modernization, thermal and electrical networks have been updated, new energy capacities built, infrastructure wear reduced, and reliability of utilities for thousands of consumers enhanced.

During the Project Office meeting, the pace of project implementation in the regions, the conduct of competitive procedures, and financing issues were discussed. Special attention was given to transitioning prepared projects to construction and installation works, completing project and estimate documentation, and obtaining expert opinions.

The regions have been instructed to start repair work on projects with ready project documentation by September 1, 2026. For 2027 projects, applications have already been formed and approved, and competitive procedures completed, allowing for further implementation.

Karaganda region has been tasked to maintain the current pace, expedite the start of construction work on declared projects, and ensure their timely completion.

In 2026, under the National Project, more than 1.1 trillion tenge in investments are planned to repair approximately 12 thousand kilometers of engineering networks. Additionally, it is intended to upgrade 8 utility enterprises from the critical wear category to a moderate wear status.

The implementation of the MEUS projects aims to renew utility infrastructure, improve service reliability and quality, reduce accident rates, and ensure sustainable operation of the energy and utility sector, reports ЖКХ24 citing the website of the Department of Energy and Housing and Communal Services of Zhetysu Region.
