Dormitory Capacity Shortage in Almaty Reduced Fourfold

As the new academic year begins in Almaty, a total of 61,200 places in dormitories, hostels, and hotels have been prepared for students. Over the last year, the shortage of dormitory spots for students has been reduced nearly fourfold — from 23,700 to 5,700. This was announced by Azis Kajdenbek, Head of the Youth Policy Department of the city, at a briefing by the Regional Communication Service of Almaty.

Almaty remains the largest educational center in the country, with 221,000 students in 35 universities, of whom 149,000 have come from other regions. According to Azis Kajdenbek, the demand for student housing continues to rise. In 2026, 30,094 state educational grants were allocated, which is 700 more than the previous year and 1,600 more than in 2024. Applications for paid courses will remain open until August 28, so the final number of students is still being determined.

"We are already preparing for the potential demand. Over the last year, the dormitory shortage has been reduced nearly fourfold. Currently, Almaty has 136 student dormitories, 43 of which opened since 2023, with a record 4,500 new places added last year. Now, 46,200 students are residing in dormitories — which is 6,000 more than last year. By the end of 2026, we plan to open 13 more facilities with 4,658 places. The city is expanding its alternative housing stock as well, with 11,000 places in hostels and hotels already available for students. Universities are also seeking additional reserves. By September 1, a total of 61,200 places will be prepared in Almaty — spanning dormitories, hostels, hotels, and university reserves," said Azis Kajdenbek.

One of the key directions is the construction of new dormitories with investor engagement. Since 2023, a Project Office has been operating in Almaty on the initiative of the city government to assist investors with permits and subsidizing construction loan interest for student dormitories.

During the peak accommodation period, consulting centers in the city have intensified their activities. From August 10, a Situation Center began operations at the Kazakh National Women's Teacher Training University, located at 142 Bogenbai Batyr Street, complete with a 24-hour call center handling over 1,500 calls daily. Students can get advice on accommodation options, application procedures for dorms, and action plans if accommodation is not provided. Similar centers are functioning in all Almaty universities.

Additionally, temporary housing is available for students who remain unhoused during the accommodation days. On August 22, a Crisis Center for 50 places will open at Student House No. 1 of ALT University, located at 108A Maulenov Street.

"If a student finds themselves without housing on the move-in day for any reason, we will not leave them to handle this alone. They will be provided temporary accommodation and assistance in finding a permanent place to live," emphasized Azis Kajdenbek.

The process of moving into dormitories will commence on August 25, with university classes starting on September 1. During this period, all responsible city services will operate in an enhanced mode. The city monitors not only the number of vacant spots but also the living conditions. Every year, dormitories undergo inspections in two stages, involving public representatives, deputies, non-governmental organizations, and volunteers.

This year's initial monitoring phase took place from June 30 to July 3, revealing main issues such as dampness in rooms, worn furniture, leaks and plumbing malfunctions, and the condition of windows and doors, along with concerns about dormitory upkeep. Each university has been given recommendations based on observations. Current issues are being resolved according to an agreed schedule, with follow-up monitoring planned.

"It is essential for us not only to provide the necessary number of places but also to ensure the living conditions for students are satisfactory. No issue regarding dormitory conditions will be overlooked," said the spokesperson.

According to the Youth Policy Department, the student accommodation situation in Almaty remains manageable, and the city aims not only to meet the needs of this academic year but also to create a system that can anticipate the increase in student numbers and housing demand in future years.
