New Power Unit Construction Begins at Ust-Kamenogorsk CHP Plant

Ust-Kamenogorsk, August 12, 2026 — The construction of a new power unit has commenced at the Ust-Kamenogorsk Combined Heat and Power (CHP) plant. This development aims to boost thermal capacity by 130 Gcal/h and electrical capacity by 100 MW, which is crucial for enhancing the reliability of the heating supply in the East Kazakhstan region.

The construction was officially launched during a time capsule ceremony attended by the Minister of Energy of the Republic of Kazakhstan, Yerlan Akkenzhenov, the Akim of East Kazakhstan Region, Nurymbet Saktaganov, representatives from financial organizations, and the Kazakh Utilities Companies Group.

The Ust-Kamenogorsk CHP plant meets approximately 85% of the city’s centralized heating needs. As the city expands with new residential areas, social facilities, and industrial production, there is a growing demand for thermal and electrical energy.

Upon completion, the project's thermal capacity will increase by 130 Gcal/h, and electrical capacity by 100 MW. The project is expected to be finished by 2030, reducing the current thermal energy deficit and creating a reserve for the city's further development. A key step in preparing this project was signing an investment agreement between the Ministry of Energy and Ust-Kamenogorsk CHP plant.

"The new power unit will supply heat and electricity to the city's residents. It will provide the necessary reserve capacity for Ust-Kamenogorsk's further growth. The project will also create new jobs. Specialists will have the opportunity to work with modern equipment and continually develop their skills. The energy sector needs new capacities and professional staff to operate them," noted Yerlan Akkenzhenov, Minister of Energy.

The construction of the new power unit will incorporate modern technological solutions and emissions mitigation systems, increasing the efficiency of heat and electricity production while minimizing environmental impact.

The project is implemented by LLP Ust-Kamenogorsk CHP, a part of the Kazakh Utilities Companies Group, with participation from the Eurasian Development Bank and Halyk Bank. The project will provide heat to about 300 residential buildings and social facilities and is expected to create approximately 50 new jobs.
