Kazakhstan's Ministry of Energy Meets with EBRD on Developing Just Energy Transition Partnership

A meeting took place at the Ministry of Energy of Kazakhstan between Deputy Minister of Energy Bakhytzhan Ilyas and representatives of the European Bank for Reconstruction and Development (EBRD), focused on advancing the Just Energy Transition Partnership (JETP).

In attendance were EBRD's Director of Climate Strategy and Implementation, Head of the Sustainable Infrastructure Group Felicity Spors, Deputy Head of EBRD for Kazakhstan, Regional Energy Manager for Eurasia Yerlan Ramazanov, Deputy Director of Climate Strategy and Implementation, Head of Energy Transition Unit Christian Carraretto, Leading Expert in Regional Policy and Strategy Mayra Karassayeva, Regional Policy and Strategy Analyst Aigerim Salykbay, Energy Resources Department Banker Ilyas Akhetov, and Translator Alexandra Nigai.

The parties discussed future steps in building the JETP project portfolio, developing interactions with international partners, and issues of institutional strengthening for the initiative in Kazakhstan.

Opening the meeting, the Deputy Minister emphasized that JETP is a vital tool for Kazakhstan in achieving national climate goals, attracting investment, and implementing modern technologies while maintaining sustainable development of the energy sector.

Particular attention was given to the institutionalization of the Partnership. The ministry believes it is necessary to enshrine the platform's main approaches and operating mechanisms in legal regulations, establish transparent interaction rules for participants, and create a stable foundation for the initiative's implementation.

The Ministry of Energy expressed gratitude to the EBRD for its readiness to assist in developing the institutional framework of JETP and its interest in providing expert support in developing regulatory and organizational mechanisms.

At the conclusion of the meeting, the parties affirmed their interest in continuing their collaboration and agreed on further cooperation to develop the Just Energy Transition Partnership in Kazakhstan.
