Astana Discusses Next Steps for Launching the QaJET Platform
Astana hosts the Second Forum of Partners for QaJET platform, discussing its launch at COP31 in Antalya, November 2026.

The Second Forum of Partners of the Kazakhstan Just Energy Transition Platform (QaJET) took place in Astana, focusing on the next steps for its launch at the international COP31 conference in Antalya in November 2026.
September 30, 2026, Astana. The event, organized by the Ministry of Energy, the Ministry of Ecology and Natural Resources, and the European Bank for Reconstruction and Development (EBRD), was attended by representatives from government bodies, international financial institutions, development partners, investors, and technology companies.
The forum concentrated on the progress made in developing the QaJET platform, forming a portfolio of priority projects, and the mechanisms for their financing. Participants also discussed preparations for the platform's official launch at COP31.
"For Kazakhstan, the energy transition must be based on a balance of energy security, accessibility, and environmental sustainability. Our goal is not just to develop individual generation sources but to create a modern, reliable, and technologically advanced energy system that can ensure the country's long-term economic growth. QaJET aims to unite public, international, and private resources to implement specific projects," said Deputy Energy Minister Sanzhar Zharkeshov.
QaJET aligns with Kazakhstan's strategy to achieve carbon neutrality by 2060 and its updated nationally determined contribution (NDC 3.0).
The platform focuses on three primary areas: the development of the electric grid and energy storage, renewable energy, and electrification. The total investment needed is estimated at approximately USD 20 billion.
Specifically, the plans include developing renewable energy sources with a capacity of up to 10 GW, modernizing grid infrastructure and energy storage systems, and electrifying transport, industry, and small and medium-sized enterprises.
Kazakhstan's electricity development plan until 2035 provides for the introduction of more than 26 GW of additional generating capacity, including at least 8.4 GW of renewable energy capacity.
Following the forum, participants agreed to continue working on formulating the portfolio of QaJET projects and mechanisms for attracting funding to prepare the platform for launch at COP31.
