Efforts to Improve Homeowners' Legal Knowledge Continue in Almaty

Efforts in Almaty to enhance homeowners’ legal literacy are ongoing. The city invites its residents to free consultations on managing multi-apartment buildings.

The Department of Municipal Infrastructure and Housing Inspection of Almaty is methodically working to increase residents' legal understanding and improve the management system of the multi-apartment housing stock. A particular emphasis is placed on informing apartment owners about current legislative requirements and effective mechanisms for managing communal property.

Almaty is home to approximately 10,000 multi-apartment buildings. Their efficient maintenance and management rely significantly not only on the activities of management bodies but also on the active participation of homeowners in decision-making regarding the communal property’s operation.

Within its authority, the housing inspection organizes homeowners' meetings, oversees the management bodies’ activities of multi-apartment buildings, appoints temporary management companies when necessary, and assists with the transition of heads of homeowners’ associations.

Practice shows that many disputes arise due to residents’ insufficient awareness of housing legislation requirements. Most frequently, inquiries concern the use of common areas, the powers of association heads, re-registration of housing cooperatives, contracts with service organizations, and the quality of services provided for the maintenance of multi-apartment buildings.

The Department reminds that all issues related to managing multi-apartment buildings should be resolved strictly within the framework of existing legislation. Active participation of homeowners in general meetings and timely decision-making ensures effective management of the housing stock and improves the quality of building maintenance.

To provide practical assistance to residents, the Department, in collaboration with Housing Cooperative Associations, organizes free methodological and legal consultations for apartment owners, association heads, cooperative leaders, and management organization representatives.

Consultations are held:

• At the Almaty City Housing Inspection (Dostyk Ave. 85, 1st floor, operations hall) - every Tuesday and Thursday from 09:00 to 12:30;
• At the Resource Center in the Turksib District (T. Sauranbaev St. 2) - every Monday from 09:00 to 16:00;
• At the Almaty City Housing Cooperative Association (Microdistrict 12, Building 2, Office 42).

The Department of Municipal Infrastructure and Housing Inspection of Almaty urges residents to actively participate in the management of their multi-apartment buildings, join general homeowners’ meetings, and seek consultations from competent specialists when questions arise.
