Measures for Controlling Infrastructure Projects Discussed in Almaty
Mayor of Almaty, Darkhan Satybaldy, discusses infrastructure projects and the implementation of President Tokayev's Address to improve citizens' well-being.

The Mayor of Almaty, Darkhan Satybaldy, held a meeting focused on the implementation of the Address of Kazakhstan's President Kassym-Jomart Tokayev. The discussions centered on infrastructure development, digitalization, entrepreneurship growth, and increasing citizens' income.
"The primary goal of the President's Address is to enhance the well-being of citizens. Our efforts should aim at boosting the income of Almaty residents and improving living conditions in the city," emphasized Darkhan Satybaldy.
This year, 14 urban projects received support from the Infrastructure Development Fund totaling 238 billion tenge. These include seven social projects (76 billion tenge) and seven infrastructure projects (161.7 billion tenge). Among the planned projects are healthcare facilities, the building for the Federation of Gymnastics of Kazakhstan, collectors, the "Aksai" water intake, the extension of the metro line to the "Barlyk" market, as well as the construction of engineering infrastructure and cable roads for the Almaty Mountain Cluster.
The city mayor instructed deputies to individually oversee each project, develop work schedules, and ensure adherence to deadlines, quality, and construction costs.
"Relevant departments need to prepare land plots, technical conditions, and project documentation in advance for future projects," he added.
Also, during the meeting, the creation of a digital twin for the city's infrastructure was discussed, which should integrate data on engineering networks, social facilities, and transport load.

"It's necessary to assess the practical benefits of digital solutions and the costs for their further maintenance," stressed Darkhan Satybaldy.
In road construction, the focus is on quality control. It's planned that all engineering communication work will be coordinated to avoid repeated asphalt tearing.
Water supply issues are also in focus, with plans to reduce water losses and transition to recirculation water supply systems.
The Mayor of Almaty highlighted the need to create a list of local enterprises producing construction materials and proposed working with the Chamber of Entrepreneurs to lower administrative barriers and address issues in the Tax Code.
At the conclusion of the meeting, Darkhan Satybaldy tasked all departments and district mayors with preparing proposals for the city's implementation plan for the President's Address within three days. Additionally, the Department of Economy and Finance must compile a consolidated document indicating those responsible and the deadlines for execution.
"Each leader is accountable for the results within their sphere. The main criterion of our work is the timely commissioning of facilities, accessibility of services, and improvement in the quality of life for the city's residents," he concluded.
