Energy Minister Inspects Progress of CHP-2 and CHP-3 Construction in Almaty

Kazakhstan's Minister of Energy, Yerlan Akkenzhenov, inspected the progress of construction and gas conversion at CHP-2 and CHP-3 in Almaty. The modernization of the city's key energy sources is being carried out under the directive of the Head of State to improve the metropolis's environmental conditions and the quality of life for its residents.

Modernization at CHP-2 is in its final stages. The project is 93.75% complete, and the initial schedule delays have been nearly eliminated. The delivery of technological equipment is now 100% complete.

Currently, extensive commissioning works and individual system testing are underway at the station. The preliminary launch of the main generating equipment is planned for October 15. The complete integration of systems and commissioning of the station are expected by December 2026.

At the CHP-3 site, work is conducted in two shifts, involving 809 personnel and 70 pieces of machinery. The overall project readiness is at 27.09%. The first gas turbine and generator have been installed on the foundation, with ongoing work on the main building and auxiliary facilities.

However, there are still risks of delays beyond the approved timelines. During a meeting with the project's contractor and the general contractor's management, Yerlan Akkenzhenov pointed out the insufficient mobilization of specialists and delays in material deliveries.

"The pace of work at CHP-3 is cause for serious concern. Logistical challenges are not an acceptable excuse; these issues should have been resolved in advance. The contractor must urgently address equipment delivery problems, reinforce shifts with additional specialists, and get back on the approved schedule. The deadlines for the station's completion will not be extended, and accountability will be personal," said Yerlan Akkenzhenov.

Following the inspection, "Samruk-Energy" JSC and contract organizations have been instructed to intensify the construction and installation work around the clock, ensure timely deliveries, and take comprehensive measures to eliminate delays at CHP-3.
