Committee for the Regulation of Natural Monopolies Holds Public Reception

Today, the Committee for the Regulation of Natural Monopolies held another public reception. During the event, participants were informed about the current activities of the Committee in major regulated areas, the implementation of the National Project for the modernization of the energy and utility sectors, and the measures taken to ensure reliability and quality of regulated services.

One of the key areas focused on was the water supply and sanitation sector. Currently, 477 natural monopoly entities provide regulated services in this sector across the country, including 20 core entities operating in cities of republican significance and regional centers.

Special attention was given to the modernization of utility infrastructure under the National Project for the modernization of the energy and utility sectors. Plans in the water supply sector include modernizing 4,700 km of networks, and in the sanitation sector, 2,600 km of networks. These initiatives aim to reduce infrastructure wear, lower accident rates, and improve the reliability of utility services.

In the electricity sector, participants were informed about efforts to ensure the reliable operation of the electric grid infrastructure. In Kazakhstan, 137 entities provide regulated electric power transmission services, including 9 entities in the national registry and 128 in local registries. Of these, 53 entities operate under long-term regulatory mechanisms, with 41 providing services to the public.

A separate segment focused on the gas industry. Participants were briefed on the primary mechanisms of state regulation, as well as issues related to ensuring uninterrupted, high-quality, and safe supply of commercial gas to consumers. Special attention was given to social support measures for certain categories of domestic consumers.

The public reception also addressed current regulatory issues in the railway industry. The Committee is currently reviewing submitted materials on trunk railway network services, locomotive traction, investment program projects, and reports on commitments for 2025. Decisions on these materials will be made in accordance with the laws of the Republic of Kazakhstan.

Concurrently, the Committee's regional departments held separate public receptions. Each department presented information on their work, addressed citizen inquiries, and discussed current issues raised by consumers of regulated services.

Holding public receptions is one of the tools for open interaction between the Committee and the public. This format allows for direct communication with citizens about the work of the authorized body and provides clarification on state regulation matters while receiving feedback on the quality, reliability, and availability of regulated services.

The Committee will continue efforts to enhance transparency and efficiency in state regulation, monitor compliance by natural monopoly entities, and protect consumer interests.
