Digitization in Construction Addressed at Ministry of Industry and Infrastructure Development Press Conference

At the press conference held by the Government of Kazakhstan focusing on the development of the real sector of the economy, Minister of Industry and Infrastructure Development Yersayin Nagaspaev answered journalists' questions regarding measures taken to ensure construction quality, according to the Ministry's website.

The Minister highlighted that the implementation of the Construction Code has strengthened state architectural and construction control measures. New functions such as rapid response have been introduced. The State Architectural and Construction Inspection (GAISK) now has the authority to visit construction sites during the building phase, inspect the works, stop operations, and even revoke licenses.

The guarantee on buildings has been extended: 5 years for the construction object, 10 years for structural elements, facades, and roofs. Responsibility of emergency response agencies has been included in the handover documentation.

“There are many such innovations. The task now is for everything to be under strict government control, and we will ensure this. We will introduce digitization at all stages. We are working with interested government agencies on the mechanism to install cameras at construction sites to monitor the building process. We are also considering this: if documentation is not in digital format, the Ministry of Finance will not process payments to contractors. Previously, everything was in paper format, now we are pushing everyone to digitize materials so that the demand is there in the future,” emphasized the Minister, the report states.
