Kazakhstan Introduces Digital Oversight for Construction Companies

The country is implementing digital oversight for construction companies. This initiative was announced in the Address to the Nation by the Head of State, who identified large-scale construction and infrastructure modernization as key priorities for Kazakhstan's development.

By 2027, Kazakhstan is set to become a major construction site, where new facilities will be built and the living conditions of the population will be improved.

To successfully execute these vast projects, reliable construction and design organizations with skilled specialists, necessary equipment, and work experience are essential. Currently, there are about 80,000 registered licenses in the construction sector in Kazakhstan. However, holding a license doesn't always ensure that a company possesses the required resources to perform quality work.

In this context, a meeting was held at the platform of the National Chamber of Entrepreneurs "Atameken" with representatives from the Chamber and its regional branches, as well as industry associations in the construction field. During the meeting, Deputy Chairman of the Committee for Construction Affairs and Housing and Utilities Services of the Ministry of Industry and Construction of the Republic of Kazakhstan, Murat Rysdavletov, presented the mechanism of digital oversight for licensees in the construction industry — the Automated Register of Licensees (hereafter referred to as the Register).

The main purpose of the Register is to ensure continuous compliance by license holders with the qualification requirements under the existing legislation. The Automated Register will facilitate digital monitoring of construction and design organizations' conformity to set qualification standards, utilizing data from state digital systems on the availability of qualified professionals and the necessary production base.

In practice, this will change how clients assess the reliability of construction and design organizations. When selecting a contractor, not only the presence of a license will be considered, but also the company's real capabilities, experience, and work results. This will create more transparent and equal conditions for diligent organizations to participate in construction projects.

The introduction of the Register aims to enhance the transparency of the construction market, reduce the risks of substandard construction, and ensure the timely commissioning of facilities. Ultimately, the Register will provide an objective assessment of companies' experience and potential through digital solutions.

The test launch of the system is scheduled for November of this year.
