Certificate Distribution for Housing Begins in Shymkent

In the city of Shymkent, starting from January 21, certificates for housing are being issued.

A housing certificate is a financial commitment by the local executive body given to citizens to cover part of the down payment on a mortgage for purchasing housing under state programs. It is granted non-refundable in an amount not exceeding 1,000,000 (one million) tenge.

The main requirement is that the income of the applicant and each family member over the last 6 months (after deductions for pension contributions, individual income tax, and other mandatory payments) should not exceed 3.1 times the minimum subsistence level established by law for the respective financial year.

For example, in 2026: 50,851 tenge x 3.1 = 157,638 tenge.

Categories eligible for housing certificates:

• Veterans of the Great Patriotic War;
• Veterans equated with the benefits of Great Patriotic War veterans;
• Veterans of combat operations in other countries;
• Individuals with disabilities in group I and II;
• Families with children requiring special care or raising such children;
• Widows (widowers) with dependent minor children;
• Mothers of many children awarded with 'Altyn alka' and 'Kumis alka' pendants, previously receiving the title 'Hero Mother,' and those awarded the 'Ana Dangky' orders I and II degree;
• Orphans and children left without parental care;
• Single-parent families;
• Employees of state institutions and enterprises in the city of Shymkent.

Required documents:

1. Application form;
2. Work certificate (except for categories of socially vulnerable groups);
3. Bank letter confirming the approval of a mortgage loan for the purchase of housing, indicating the size and amount of the down payment.

Applications and documents are accepted on the website kezekte.kz (in the amanat section).

Each citizen requires an electronic digital signature (EDS).
