Online Discussion Held on Current Issues in Kazakhstan's Utilities Sector

On September 1, 2026, the Committee on Regulation of Natural Monopolies of the Ministry of National Economy of the Republic of Kazakhstan conducted a public hearing online.

Participants were given explanations on tariff formation, modernization of utility infrastructure, and consumer protection.

Special attention was focused on preparations for the heating season. Experts discussed repair works being carried out, monitoring the readiness of facilities, and updating the heating networks. As part of the National Project, around 1.6 thousand kilometers of heating supply networks are planned to be modernized with an investment of approximately 1.3 trillion tenge.

Continuing the topic of infrastructure renewal, participants discussed the condition of water supply and sewage systems. Currently, their average wear and tear are 48% and 56% respectively. The implementation of the National Project will allow for the renewal of thousands of kilometers of networks, reducing their deterioration and increasing the reliability of utility services.

In the electricity sector, the structure of the final price, the procedure for public hearings, and the mechanism for targeted support were clarified. The Committee continues to work on preventing unjustified tariff increases.

A separate section was dedicated to pricing for commercial gas. The retail price includes the wholesale cost of gas, transportation tariffs, and implementation expenses. All three components are regulated by the government. A special mechanism is designed for recipients of targeted social and housing assistance, capping price increases at the lower boundary of inflation.

In conclusion, it was noted that tariff applications are reviewed strictly in accordance with the law, and the expenses of natural monopoly subjects undergo scrutiny for justification.
