Unified Payment Document Introduced in Kyzylorda Region

In the Kyzylorda region, the procedure for paying utility services has changed. Residents will now pay for electricity, heating, water, sewage, and solid waste disposal services using a single document. The unified payment document has been implemented in the region since January 2026.

Currently, over 80% of consumers in the region are paying utility services through a unified electronic payment document. This was reported by industry specialists at the Regional Communication Service's information platform.

In 2024, following the directive of the Deputy Prime Minister of Kazakhstan, Kanat Bozumbayev, a task was set to organize Unified Settlement Centers in the cities and districts of Kazakhstan. In 2025, standard rules in the field of utility services were adopted, and the functions of the unified payment document operator were approved.

As part of this initiative, utility service companies conducted government procurement procedures to form the unified payment document, resulting in "ALSECO" JSC being selected as the winner.

Initially, residents received paper invoices. The transition to electronic format was done gradually. Due to the population’s adaptation to the new system, the delivery period for paper payment documents has been extended. Initially planned for three months, the work continued until June.

According to specialists, there is some misunderstanding among the population regarding the unified payment document. One aspect stems from who calculates the payment amount and how.

"ALSECO" JSC does not set utility tariffs or independently calculate payment amounts for the population. Each utility service calculates its charges.

The role of "ALSECO" is to consolidate calculations from companies into a single system and provide a unified payment document to the population. If residents have concerns about the accounting of water, heat, or electricity in the invoice, they should first contact the utility service provider, stated Medet Usain, head of the Regional Department of Energy and Public Utilities.

In case of discrepancies in utility payment amounts, residents are advised to check the actual meter readings and consult the respective service provider.

Consumers have free access to the "Smart ЖКХ" mobile and web application. Through the application, users can view the unified payment document, payment history, and contact details of utility service providers.

It is necessary to renew payment documents within a month, gradually transition direct utility payments to a unified payment document, and standardize consumers' address data. We are working on these issues in collaboration with all service providers. Our main goal is to enable consumers to receive and pay for all utility services in one document, without having to keep separate accounts for each service in multiple places. In essence, the primary objective of the unified payment document is to make the payment process clear, convenient, and transparent for the population, stated Alexey Bozhanov, Commercial Director of "ALSECO" JSC.
