Kazakhstan is changing the procedures for allocating rental housing in rural areas. Starting from August 31, 2026, citizens registered as in need of housing will be able to independently select suitable rental properties within their districts and apply for them.

This pertains to housing constructed or purchased by local executive bodies with the support of the state budget.

The first application round under the new system will occur from September 1 to 7, 2026, on the portal baspana.otbasybank.kz. Applications can be submitted by citizens registered as in need of housing in the relevant district. A valid electronic digital signature is required to apply.

After the application period ends, Otbasy Bank will compile a list of recipients. The distribution of housing will consider the date of registration in the queue, family income over the past six months, family composition, and the applicant's social status.

The rules provide priority for certain categories of citizens. At least 20% of state-funded housing will be allocated to orphans and children left without parental care. At least 50% is reserved for specific socially vulnerable groups.

Another change involves conditions for determining housing allocation to those in line. This provision will take effect on September 14, 2026. When determining the size of housing, family composition will be considered. Specifically, there are requirements for providing separate rooms for spouses and parents, as well as for children of different genders.

In the future, this order will be applied on a permanent basis whenever rental housing becomes available in rural areas of the respective district.
