Almaty Introduces Tiered Rates for Paid Parking
Almaty will introduce new tiered rates for municipal paid parking starting October 4 to improve availability and convenience.

Starting from October 4, Almaty will implement new rates for municipal paid parking, differentiated based on traffic load and the demand for parking spaces. This decision was supported in a session of the city maslikhat.
According to the Almaty Department of Traffic Management and Public Transport, the current rate of 100 tenge per hour has remained unchanged since 2016. Over the past decade, the number of vehicles in the city has exceeded 1 million, significantly increasing pressure on the street and road network and parking facilities.
The main goal of the proposed changes is to ensure the availability of free parking spots and improve convenience for residents and visitors. Currently, drivers often spend considerable time searching for parking, which adds additional stress to the roads.
Under the new system, areas with relatively low traffic load will maintain the rate at 100 tenge per hour. In zones with moderate usage of parking spaces, the cost will be 150 tenge per hour. In the most in-demand areas with a high shortage of parking spaces and dense traffic, the rate will be set at 200 tenge per hour.

Residents of adjacent homes will retain the opportunity to park for free near their residences. Homeowners living within paid parking zones can obtain a special permit for free parking of one vehicle at a chosen parking spot near their home. Existing concessions for certain categories of users will also remain in place.
The introduction of tiered rates is expected to increase the turnover of parking spaces, reduce the time spent searching for available parking, decrease violations of stopping and parking rules, and enhance the efficient use of the city's parking resources, reports ЖКХ24 citing the Almaty City Akimat website.

172 Cases of Illegal Transfer of Municipal Rental Housing Identified in Almaty
Almaty authorities identify 172 cases of illegal rental housing transfers amid ongoing inspections of municipal apartments.

In Almaty, ongoing monitoring of the targeted use of rental housing from the municipal housing fund continues. Since the beginning of the year, the city's Department of Communal Infrastructure and Housing Inspection has checked 3,125 apartments.
Inspections have been conducted in the Nauryzbai, Alatau, Medeu, and Turksib districts of the city.
The monitoring revealed 172 instances of illegal transfer of housing to third parties. In 114 cases, the apartments have already been vacated, while pre-trial claims have been issued for the remaining 58 cases.
The inspections also uncovered instances of apartments being sublet, individuals not listed on the rental agreement living in the apartments, and violations of rental payment obligations.
According to Clause 3 of Article 24 of the Law of the Republic of Kazakhstan "On Housing Relations", tenants of housing provided by the local executive body are not allowed to accommodate subtenants or temporary residents. The transfer of rental housing as a sublease or to third parties is grounds for terminating the rental agreement.
