Astana, September 10, 2026 – Minister Yerlan Akkenzhenov held a working meeting with a delegation from Abu Dhabi Commercial Bank (ADCB) led by Senior Banker ADCB and Chairman of the Board of Directors ADCB Islamic (Kazakhstan), Farouk Abdulrahman Al Marzouqi.

The main topic of discussion was the participation of UAE financial institutions in large-scale energy and infrastructure projects within Kazakhstan. During the meeting, it was emphasized that Kazakhstan and the United Arab Emirates share strong partnership ties, exemplified by the joint project with Masdar to build a 1 GW wind power plant in the Zhambyl region.

The Kazakh side presented ADCB representatives with key investment priorities in the energy sector for the next 3–5 years. Primary areas include a large-scale modernization of 77.5 thousand kilometers of power lines, development of renewable energy sources with plans to introduce an additional 8.4 GW of capacity by 2035, and advancement of gas processing infrastructure at major fields, including Kashagan and Karachaganak.

Projects with high added value were given special attention during the negotiations. Specifically, the construction of a major integrated gas chemical complex for producing polyethylene with a capacity of 1.25 million tons per year, as well as projects for the production of butadiene and alkylate were discussed. Additionally, plans to further expand the country's oil refining capacities were addressed.

The Ministry of Energy expressed interest in involving Abu Dhabi Commercial Bank to support these initiatives. Proposed mechanisms for collaboration included project financing tools, joint credit lines, and public-private partnerships (PPP). Considering the presence of ADCB Islamic's subsidiary in Kazakhstan, the use of Islamic financing tools was highlighted as a promising direction.

ADCB representatives reviewed the investment plans and opportunities for private capital involvement in Kazakhstan's energy sector from 2026 to 2030, expressing readiness to further explore the proposed projects in detail.
