Almaty Opens Submissions for the 'Participatory Budget' Project

From October 12 to November 1, 2026, residents of Almaty can submit their project proposals as part of the 'Participatory Budget' initiative. The projects that pass selection and gain community support through voting are planned to be implemented by district akimats in 2027.

This initiative enables citizens to propose ideas for urban improvement and development, and then partake in selecting the most needed projects.

Proposals are accepted electronically through the portal budget.open-almaty.kz. To participate, applicants must provide the project's name and description, the address of the proposed implementation site, and attach a sketch and preliminary estimate. Detailed project documentation is not required at this stage.

The cost of each project should not exceed 324.3 million tenge. The proposal must be oriented toward public use, meet the needs of the district, fall within the district akimat's competencies, and not serve private commercial interests.

Residents can propose projects for greening, the installation and repair of sidewalks, ramps, and ditches, the enhancement of parks, squares, and pedestrian zones, the repair of urban infrastructure elements, the removal of landfills, the installation of benches, bins, and gazebos, as well as the creation and renovation of children's and sports playgrounds, among other improvement areas.

After the submission period ends, the projects will be reviewed by district expert councils. Factors such as the relevance, feasibility, compliance with established directions, and non-duplication of existing projects will be considered.

Each submission will then receive one of three statuses: 'Eligible for Voting,' 'Sent for Revision,' or 'Rejected.' Authors of projects sent for revision will be able to make changes and re-submit them for consideration.

Voting will also take place electronically on the budget.open-almaty.kz portal. Based on the voting results, the projects that will be executed within the allocated funding will be determined.

For additional information, residents can contact the district akimats in Almaty or the Public Reception 'Open Almaty' at 224-39-29, ext. 203.
