Kazakhstan Residents Reimbursed 1.2 Billion Tenge for Heating Following Season's Conclusion
Kazakhstan residents to receive 1.2 billion tenge reimbursement for heating after the 2025-2026 season recalculation of costs by the Natural Monopolies Committee.

The Committee for the Regulation of Natural Monopolies under the Ministry of National Economy of Kazakhstan, along with its regional branches, has completed the recalculation of heating service costs for consumers without heat energy metering devices.
Following the 2025-2026 heating season, natural monopoly entities carried out a recalculation of heating fees amounting to a total of 1,217.02 million tenge, including VAT. The recalculation was based on the actual outside temperature, and the corresponding amount is indicated on consumers' accounts as a separate line item in the form of an advance (balance).
The reimbursement amounts by region were as follows:
- Astana - 460.67 million tenge;
- Almaty - 57.77 million tenge;
- Shymkent - 38.50 million tenge;
- Abai region - 0.27 million tenge;
- Almaty region - 12.70 million tenge;
- Akmola region - 13.98 million tenge;
- Atyrau region - 22.09 million tenge;
- Aktobe region - 11.03 million tenge;
- East Kazakhstan region - 298.56 million tenge;
- Zhambyl region - 26.06 million tenge;
- West Kazakhstan region - 1.82 million tenge;
- Kostanay region - 25.69 million tenge;
- Kyzylorda region - 42.21 million tenge;
- Mangystau region - 161.60 million tenge;
- Pavlodar region - 29.11 million tenge;
- North Kazakhstan region - 14.59 million tenge;
- Turkestan region - 0.37 million tenge.
In the Karaganda region, as well as in the Ulytau and Zhetysu regions, no separate recalculation was performed since the heating service costs were already calculated considering the actual outside temperature. Additionally, in Astana, the recalculation for the 2025-2026 heating season took the actual temperature into account, with monthly adjustments made based on temperature changes.
For comparison, following the 2024-2025 heating season, a recalculation was performed for consumers without heat meters in the amount of approximately 1,554.7 million tenge.
