Affordable Housing: Current Measures of State Support in Kazakhstan

Kazakhstan continues its systematic efforts to provide citizens with affordable housing. By 2026, it aims to deliver 20.4 million square meters of housing — approximately 188,000 apartments. In the first eight months of this year, 11.3 million square meters, or 105,900 apartments, have already been supplied.

In his Address to the People of Kazakhstan, President Kassym-Jomart Tokayev emphasized the critical social importance of housing issues and the need to effectively support citizens whose incomes do not allow them to resolve these issues independently. Therefore, the national housing policy focuses on increasing housing accessibility and targeting support.

Currently, citizens have access to a range of tools — preferential loans, rental housing, rental payment subsidies, housing certificates, and housing programs. This year, 6,200 loans have already been issued under preferential mortgage programs "2-10-20" and "5-10-20". Under the "Nauryz" program, 11,900 loans amounting to 350 billion tenge were granted. Rental payment subsidies have assisted 11,200 families.

An additional focus area is providing rental housing. Since the beginning of this year, 12,653 rental apartments have been transferred to citizens. The privatization of previously provided non-purchase rental housing is ongoing — over 6,800 families have taken advantage of this option in the past eight months.

The "Kazakhstan Housing Company" JSC plays a role in implementing state housing policy by developing rent-to-own housing mechanisms and financing regional housing projects and infrastructure development.

"Today, Kazakhstan Housing Company employs several tools to enhance housing accessibility. This includes not only providing rent-to-own housing but also financing regional housing projects through local executive bodies. Our goal is not only to expand the supply of affordable housing but also to create the necessary conditions for its construction and delivery regionally," noted Islambek Kairbekov, Deputy Chairman of the Board of Kazakhstan Housing Company JSC.

Parallel improvements are being made to housing accounting and distribution mechanisms. Since May 2025, these functions have been transferred from local authorities to Otbasy Bank. As of September this year, new approaches to the distribution of rental housing in rural areas have been introduced, with the number of rooms provided being adjusted according to family size.

These measures aim to enhance the accessibility of state support and create more targeted and transparent mechanisms for improving citizens’ living conditions.
